The song is based on a scene from the movie Terminator 2. In the scene, Todd, John Connor's step-father, is complaining that the dog is barking loudly. The step-mother, Janelle, isn't herself (no spoilers here).
This is basically a character study of Todd. He's in a dark place and blames it all on his step-son. At the end of the song, Todd fells hope that John may not come home and he'll be able to repair the damage done to his relationship with Janelle.
