Clearly this is a song spoken from the point of view of an enemy of the west, be that an actual military personnel or a civilian who's caught up in conflict.
The "Reapers" are a reference to the MQ-9 drones that are used by the military, but also could be a metaphor for the Grim Reaper (the being that comes to collect you when you die). "Hawks" are also helicopters used by some military.
