Sounds like it is about sexual abuse (as many songs on HCE are, including the title). There are also undertones of a mother's denial. Filigree circles sounds like something a young girl would not usually have unless they were being groomed by someone who sees them as their intimate. It is too fine of jewelry for a young wrist. The cycle of abuse ("it's only the start") and the way abuse follows someone their entire life.
