Krug has meaning of this one pretty clear. In the little blog post he wrote about the EP after the initial announcement, he talked about his inability to stay in one place for too long because he tends to "wreck" cities by finding reasons to detest them. The problem is that eventually this attitude spreads to those he loves; in this particular case we see him referring to a "Jenny Lee" (some sort of ex, presumably, possibly the subject of much of the break-up album he made under the Moonface moniker with Siinai), whose own feelings toward Montreal he corrupted with his negativity, such that now she lives elsewhere ("among the Anglophones," i.e. not with the Francophones of Montreal). Indeed, he also hardened her attitude in general (made her a "blade of steel").

Krug was living in Helsinki with a new girlfriend (where "[his] lover needed him to go") while writing and recording Julia With Blue Jeans On (and this EP), and it seems that even Helsinki, where he found a whole new creative spark, has diminished for him, though in this case he may finally be maturing beyond his "city wrecking," as his partner has been patient with his attitude and he's coming to realize what he's been doing via this destructive attitude. Though he is still a city wrecker, but a different kind perhaps in the sense that he is no longer actively letting his feelings destroy his ability to live comfortably in a place. Not sure if he's still in Helsinki, so I suppose whether or not he is would be telling in this particular case.
