When he says "be kind to the base, someday you might need them" I think he's talking about the interpol fan base. He's saying when things aren't looking so great, they can rely on us to always be there.

I love this song so much and I've been listening almost all day since it came out and I'm quite sure it says

"At least they'll never suffer At least they're always see"

Sometimes I heard a little "Cause" before some "I could go anywhere"

And finally I think it is:
