To me this song is about a guy who meets a girl at a bar or by "the neon sign" and they spent the weekend together. He left town until the next time he came back and he has been anticipating meeting this girl again. Its gonna blow his mind. "And then your New York kiss" means that she just sees him quickly, and just passes him by after they do their thing, while he thinks about her all of the time. "A place your memory owns" He comes back to meet her again, "I come fast, I look past, and I know that it won't get to me at all until I go there." And then he realizes she sees what they are as just a fling, "it hits me clear and sharp". And its a "far-off shout" in an empty street. And then he wakes up next to her realizing its just her "New York kiss." He realizes he gets caught up in it, but knows he has to let her go. The last verse "Right now I know no other time, right now I know no other place, I say goodnight," means one of two things. Either he he can't quite say goodbye and just ends up spending the night with her again, saying "goodnight." Or he finally hides all of his thoughts in that part of his mind that "her memory owns" and puts to bed his thoughts of her, saying "goodnight."
