I think this song is about a person standing on a train platform after a painful breakup. The bag contains all of their worldly possessions. They realize that this relationship once seems like a good thing but now is end for them. On one hand it seems like the act of getting on the train may be the step they can't take back but I think instead this person is thinking of stepping in front of a moving train to end the pain by committing suicide. I guess for me that is the only confusion is the last act ending their life or simply leaving this relationship that has them feeling pain so bad it cuts to black.
I think it's about Gretta's thoughts after breaking up the long relationship with Dave and she's thinking about moving on and leaving all those memories behind. Maybe it's about the moment after she leaving Dave's place and carries all her stuffs waiting for the train and thinking what about to do next because if she chose to leave maybe there'd never be a chance to come back again like stepping on the train with one-way ticket.

This is one of the few songs from the movie that director John Carney co-wrote (for good reason). The song serves as a common ground for two characters to connect. If you take the movie away, I'm not sure I would like this song as much if at all... But of course that is not the case.
