I think this song is pretty straightforward. It seems that she is being strung along in a relationship with someone who is holding back. Her partner is either waiting to progress in their relationship or to amend something that has gone wrong. Sometimes people may deem it necessary to wait to do these things in their personal life because of life circumstances, but they fail to see the pain that they are causing the other person. When one partner tries to bury their problems or put off important decisions, they selfishly stunt the growth and satisfaction of the other partner.
