I think this song means that he just felt a little angry and upset with his ex, it looks like. He had a thought of her, and it just made him wanna tell her everything that was on his mind so he can get over his love for her.
I personally never listen to country if it is in my control but sometimes i hear it on the radio. I think this song is about a man with a drinking problem suposedly causing his wife problems and "swear(ing) it is the last time every time" He feels bad and loves his wife or significant other and is just trying to get his message across.
