I feel like this song is about a guy speaking to his love, who doesn't think that she's good enough for him and pushes him away because she doesn't think he'd "understand". She doesn't want to commit ("You say love, she says maybe") and he tries to be kind to her but "girls never listen."
He wants to understand, and he does understand.
"Can you keep this a secret? Tell me your lies and I will tell you of mine. Whisper sweetly, while you touch me gently, I'm out of my mind."
He has come to terms with his "lies" and that he "out of [his] mind" and wants to explain that he "understands", because he's been there as well, and they are not all that different.
The way I see it, he's singing about a fan in general. The fan kept getting her heart broken by a different guy and he's just trying to comfort her in a song.
But, that's the way I see it. It could be about anything.
