It sounds to me like someone who has lost control of their life (or part thereof) and feels powerless to change it (or address the descent).
This to me ties into the oceanic theme of the album, as we will move deeper as the album progresses and therefore our sense of losing control (descending further) will be exacerbated, and we will have very little ability to determine when and where we lost that control (or how to address it ...) Or as the last line suggests ... do we want to be in control or address it though?
