I can see this song two ways, the first:
A person was uninspired about life, had reached a point of complacency and then something karmic woke him up. "Well the ink in my pen ran dry long before your smile, And the pages have always been blank like the trees in the wild" This person had been emoting through lyrics, writing and creating but the pages were still blank meaning there was a lack of understanding or happiness despite his efforts. "But the wind yes the wind keeps pushing you and me Time bein' time I know when it's time to leave " The wind pushed this person into another person and they now are considering leaving perhaps an old relationship or old way of being. "Even if it was a mistake, I can't forget your face Even if it was just a day, you won't forget the one, Who's making you shake" Maybe this new karmic destiny seems like a mistake because of the cost of leaving one thing for another, but he just can't forget this new thing he has discovered. I believe in this analogy the making you shake is more metaphorical than sexual, like shaking you awake, the wind shaking things up.
The second: On the opposite side of the coin I could see this song being about a person trying everything in a relationship and then giving up. This analogy best described in the lyrics below.

Like two people who have made all of these memories and pictures, etc but for some reason things just aren't working and the wind is pushing them in a different direction but they won't forget each other or it's difficult to let go because of all of their history. Sometimes in a relationship it's no ones fault but things just change between the people involved and destiny tells you to let go and move on but it's hard to.

I've been through both of these situations recently so this song really spoke to me.
Is it just me or is 'I'm making you shake' about sex/physical intimacy? The whole song seems to me to be about a one time thing that, even though it was just once, the singer doesn't want the other to forget
Oh come on people. This is a simple song about lost love but a lasting impact.

This is a song about the transitory nature of romantic relationships. The author cites the howling 'wind' as the reason for the inevitable demise of his love affairs and chooses to put a positive spin on the matter, saying that he will never forget the magic feeling of being in love.. even if the relationship was a mistake.
This song is beautiful.. though you can easily look at the author as sort of a cad who is the love them and leave them type.. he is the man who is 'making them shake'.
