I wouldn't doubt that this song is about 'Thoughtcrime', mentioned in "1984" by George Orwell. The Used has, as of their 2013 EP, delved into politics and related topics. The book is wholly based on totalitarianism, thus the possibilty of 'thoughtcrime' and 'thought criminals'. I may not be 100% correct but I think it has something to do with Orwell's book.
