In the first verse, I believe that a person is thinking to himself that he wasn't good enough for his significant other in their relationship, but the person knows that he/she tried their hardest to keep the relationship together.
The pre-chorus is about the speaker stating that they should both stop trying to make the relationship work because they have kept an on/off relationship for too long, and that he wonders when it will hit them that they will never work as a couple.
The chorus then goes on about how they always end up back together with the mindset that their relationship will work now (But fools gold shines like diamonds in her eyes), and then goes on to explain how the speaker thought they had a connection but don't, and how they will continue to keep trying.
