This song makes me think of illegal immigration. Let me explain - The narrator is going to help Julian, her lover, cross the border between two countries. Pretty obvious here:

You know I'll keep your secret I've locked it up inside (she won't tell anyone he's an illegal immigrant) As long as we are moving Yeah, I know it'd be alright (as long as they're one step ahead of the cops, no one can catch them)

I think the song pretty much speaks for itself, but I can see how other interpretations are there. For a while, I thought she was singing "Oh Julia" which put a homosexual twist on the "love ain't no crime" and made me think it was a different sort of border crossing - between the USA and Canada, so they could get married. But Julian is a latino name, which made me think of the Mexico-USA border. Hence this explanation.

It's obviously about some sort of immigration but you are very wrong in one aspect. Julian is not a latino name and I've no idea where you got that from.

Plus the singers are from Australia and Sweden so I see no ties to Mexico. All countries have borders. It's simply about two lovers from different nations striving to be together. No other specifics are needed nor are they supplied.

I don't know about anyone else but this reminds me a lot (especially the music video) of Robert Downey Jr.'s character Julian in 'Less Than Zero'. It makes me think of a desperate plea to an already doomed and drug addled character.
