I would say having listened to this song several times in the last few days (I'm slightly obsessed with it,lol) that it is a song about a guy feeling inadequate and not good enough for his current or most recent partner/girlfriend and he's resigned to losing her to another man. The name, Fred Astaire, is used in the song as a sensationalised idea of a perfect man to get across the idea that this other man is much richer, better looking, more sensitive and more talented than him and it's as if he's almost advertising this man so that he can have some kind of closure about losing the girl knowing she'll be happier with him. Probably my favourite song this summer, was great to finally see them live at Leeds festival a few weeks ago :)
