To me this song is about the transition from he innocents of our youth into the reality of becoming a grown up and seeing the world for what it is. The illusions that are pressed upon us as children to protect us have fallen and the person is desperate to reenter that place but the door to childhood is forever closed once we walk through. He is praying for comfort in a world he was unprepared for.

ether this interpretation or the one below are true. But mine is about the military. you see the term "outside" meens society, and the government is saying how cool it is to be in the military. 'You left us with the guns and all of them unloaded Teach us how to shoot but you taught us how to hold them' meen the military shows us how to use the guns they give us, and tell us to shoot "the enemy". 'So mothers hold your children, don't you ever let 'em go There is weakness in your grip and they are holding all our hope' means that mothers will let their children go "outside" and get brain washed into thinking the military is cool, and that they need to be stricter on what they are exposed to. There is weakness in your grip, means that your children will try to break your grip on them. and they are holding all our hope, means that the children are the fate of this world.
