I heard a interview with Chris Cornell and the song is about seeing someone in bad shape (alzheimer's disease) and how he doesn't want to go through that, so put him down. By far my favorite Soundgarden song and album. Can't wait for a new album.
I think this has to do with the Saturday after Good Friday where Jesus was placed in the tomb. "I was thirsty I remember that you gave me some water I was angry Everything at once you gave me no trouble I was crying I remember that you gave me your shoulder" This bit refers to Jesus's good deeds while he was alive. "Burn out any memory of me ever breathing 'Til I'm born again" While this bit refers to how Jesus is going to be resurrected.

Something happened to Cornell on Saturday, It's not religious in my opinion.
I am constantly astounded by how deep his words are and how they effect me on an emotional level.
If I were to guess, he is lamenting over a girl. Hell that's what I think he does in loads of his songs. Shame that a lot of women are as lame as men are (avoided sexism haha).
I can't believe I'm the only one who thinks this is somehow political.

Those voices tell "all the mouths", in other words, they want to have some kind of normative power over everyone. The words "need" and "swallow" also seem to imply that it isn't a suggestion, but some kind of obligation or even an order. (Though I'm not sure to which voices he's exactly referring. It could be cultural norms, the government, etc.) The fact that he would rather die than listening to those voices seems to imply that he thinks that submiting to the status quo is immoral and unthinkable.
The chorus probably means that he'd rather be ostracized and temporally forgotten than to remain in such a corrupt/immoral form. That way, he would realize his mistakes and become able to correct himself, being "born again".
