I believe the bit about 'killing ronald reagan' is a reference to john hinckley jrs assassination attempt , maybe not a direct reference to that exactly but could be alluding to Catcher in the Rye since Patrick enjoys a good book.

I think it's more literal - "It's 2011, why am I still yelling about Ronald Reagan?" There are more pressing issues out there than a guy that died years ago, but Pat can't (or won't) get over the same old punk rock shit.
