I see it that they’re saying hell is in all of us. That religion is a falsehood. Lay waste to the relics hyms of decit. People are meandering through life with their illusions of religion. He’s telling these people to fear what is inside us all. Hell is inside us all.
Pretty straight forward it can either be about Hell hence the line "I am Hell" or either Satan/the Devil from the title and lines "Reign of darkness" , "Fear me".
