Song is about different world problems during the time that Ronnie and Mags were in power (Khmer Rouge, Falklands War, U.S. invasion of Grenada, Iran-Contra affair, Bobby Sands - prisoner that died in a hunger strike).
Reagan also won by a "landslide" in 1984 pres. election, winning in 49 of 50 states.
Bobby Sands was not just a prisoner in a hunger strike. He was a member of the IRA and he was one of many who went on hunger strike to secure their rights as prisoners of war. When he died, he had been elected to the English parliament in Westminster. So Maggie Thatcher allowed a member of her own parliament to die rather than allow basic POW rights.

Yes while the lyrics of this song are direct references to Ronald Reagan and Margaret Thatcher the reason behind it is much more interesting (at least to me). This is song is actually a response to the aggressive resurgence of Thatcherism in the UK and the intense deification of Reagan by the majority of the US republican party. I love this song as it definitely has the feel of mid eighties political hardcore (albeit much more sonically polished), but I feel it could of hit harder by referencing these to figures views on homosexuals which were extreme, disgusting, and disturbing even for that time during the eighties.
