The song is about San Francisco. The "Pyramid" in Pyramid City is the Transamerica Pyramid which is the tallest skyscraper on the San Francisco skyline. Bummer and Lazarus are described here: http://en.wikipedia.org/wiki/Bummer_and_Lazarus

I think the song seems to jump between two timelines as well. The lines about Bummer and Lazarus still haunting the streets and the name Pyramid City refers to a more modern San Francisco and the lines making reference to telegraphs and Bummer and Lazarus remaining in control may refer to 19th Century San Francisco. Idk. Just theories.
