The first stanza is in the third person, describing how the seer arrives to (presumably) earth. The rest of the song is from the seer's perspective. The seer represents the bringing of a sort of apocalypse, or a drastic changing of life and consciousness on earth. The third stanza describes the exchange of the seers life and light for the people's life. By taking their lives (killing them), the seer gives them the wisdom of his light, which can only be experienced by dying. His "life" is synonymous with death also (i didn't think that part through that much). The fourth stanza is just the chaos that would be associated with the end of the world. "I know i'll never die" is there to show the seer's status as an immortal, god-like being, perhaps the personification of death itself.

"both my arms are broken" makes me think of a similair line in the earlier Swans song "Animus" when Gira says "My arms spread out and broken".
