I think it's an allegory of India using Alice in Wonderland loosely to give a personal expression of their love for India.

I agree. I think it shows a dichotomy between the fantasy ideal they are told to / want to believe in, and the corrupt, bleak reality. At "Kill all the lights", they abandon the illusion and call for revolution.
