It's a song about him falling in love with a woman in Stillwater if I had to guess. Stillwater's home of Oklahoma State University and Washington is a well known street there. Most of the cities bars and dance clubs are found on Washington, and them being a band have probably played in Stillwater multiple times. They recently played at Calf Fry in Stillwater.
