I think this song is about a guy, who loves this girl, who he is addressing in the song, and he's saying let's go back in time, to your best friend's house, to that party, where I messed up. I got too high, I made out with some girl Marmalade that I don't like like I love you. And him being tongue tied is a double entendre- he's tongue tied as in the literal sense, busy making out with that girl and caught in the act, but also tongue tied as in he doesn't know what to say to explain himself to her, the girl he loved then, the girl he still loves now, even after a meaningless makeout. I'm pulling some of this meaning from the music video, which plays backwards like Coldplay's 'The Scientist'. You see him eat a brownie as the last shot, and working backwards (as in forward, if that makes sense), he makes out with some girl, the girl's part comes in and she looks annoyed as she sings, he looks distressed as he washes his face in the bathroom to 'sober up' and while he sings 'I love you now' you can hear the desperation in his voice, and then he runs away from the party escaping 3 masked men that watch him and chase him. Maybe symbolic of his regret. Keep in mind the album title is Never Trust A Happy Song. That's my two cents.

The video I think speaks for the author. It's pretty much just a high school love song, with a little fun added.

"I loved you then and I love you now" ...I think "THEN" refers back to the party and "NOW" he cannot seem to shake the feeling off. so basically he is talking about that night at the party. He kisses the girl he's into but has no words for her. looks like he is trying to tell her something but clearly he is tongue tied. He is so high he starts tripping out and tries to pull himself together by splashing water on his face but is being chased by some masked men (in my opinion they are a symbol of fear- he is running from his fears) he's trying to get away from them but no matter where he looks they seem to appear. "Dont leave me tongue tied, Dont wave no good bye"- he doesn't want it to end this way. He's in now complete desperation, like, WHAT THE *** HAPPENED!!!??? I LOVE THIS SONG! i feel the pain! lol
Another song I can use to twist the words around and apply to myself, I love it. "Take me to your best friend's house" is sort of a cry for attention for the girl I want it from. I loved that girl at a time when I didn't know what love was, and I love her now. I rambled a lot and acted really confused when I broke up with her, so I don't want her to take those words and I don't want her to say it's over. Normally we would kiss a lot, a loooot. The girl's part is the other side of both of us that want to roll around and have fun. I want to take her and show her how much fun I can be even when I'm this serious, and she wants some time to herself to have fun. And it keeps looping again and again because I don't know what else to say, I feel I've said everything,
The lyrics on the line "my eyes and your eyes" is clearly "my eyes on your eyes". Not only does it sound like it, but in the video, she points to her eyes, and then points at the camera as if they were your eyes.
It reminded me of being young and visiting a friend's house while having feelings for that friend. When they sing about slumber parties and pillow fights, it seems to be a strong reference to such. Maybe they imagine kissing their friend, or maybe it happened, but it seems to me, to be about crushing on a friend.
