This is an anti war song referring to nuclear winter with the "wind blows" and the old wives tale that your face would get stuck when you made a funny face if the weather changes refers to how your face would get stuck if there was a change in the weather from nuclear warfare.

Song came out in the 80s and was a protest against the US putting nuclear missiles into Europe against then USSR, provoking a nuclear warfare. There's an interview with the band somewhere where they explain this I think it might be on an audio recording from the extended album.
