Sounds like the protagonist hates his home life, even if some people feel the typical house and kids thing is a "life that sweet", he finds it unbearable and is crying in his car. Maybe he is dying for the weekend because the weekend is when he gets to have fun? Maybe he feels his life is so miserable it's killing him, so he is dying for the weekend? Maybe he is literally dying for the weekend.

"Down in the backstreet the skinny get cries Bad judge saturday another life line" This line sounds like maybe a drug deal in the back street was a bad judgement call, maybe he overdosed and needs "another life line", on a Saturday, so he is dying for the weekend. The line "I can fly" could reference the feeling of flying some users get when high.

It is David Bowie, and as a superfan I've come to believe that if a Bowie song even remotely seems to reference drugs, then it is probably about drugs.
