I've been wondering about this song. It is unavoidable that rivers flow, and that once in a while there's a flood. The government doesn't spend money on preventing floods, but they always find money once they're there. What does this have to do with Eliza? Her belly 'floods' and she is starting to feel that this flood never ends: she's in over her head. But what does the government have to do with this? What's the link between the floods?
Written before Hurricane Katrina, it's a commentary about how the government always bails out folks who experience floods but doesn't do very much to support single mothers.
