This song was written for the animated movie Gullivers Travels in 1939. The song simply means Gullivers longing to return to the sea because he is stranded in the land of Lilliput. When he sings it, he sings "Come home again TO the sea"

The very last line, "Come home again FROM the sea" is the refrain that the little people of Lilliput are singing wanting him to come back for a visit
