I think this song is about the rise of the west and how it effected the native tribes of the all lands (but perhaps more specifically Australia because he's Australian). This is actually a song of hope because it sings of 'The Time Has Come' for change; change is coming; the tides are turning.
The song makes mention of "all roads lead to Rome, but now it's changing". What I get from this is that the culture of greed is fading and people are starting to wake up to the damage that it causes and how little happiness it brings. The "reign based on greed", is to be replaced by glory and the tribes are rising up again, we are starting to see the value of the tribal way and a more pure existence.
