It appears during the verses the character is feeling down and restless, more than likely because of a breakup. Nothing seems to help to lift his mood or give distraction. He claims (to himself) that he just doesn't know why he's down but he's really ok. He just needs a change...but everything is not ok and the chorus hints at this:

The chorus gives the impression the person who's" fooling themselves" is the one he longs for, the one who broke his heart. She acts as if she's over him but he knows it's a facade and he's not fooled by this.The reality is it's "he" who's putting on the facade. He's fooling everyone around him that he's ok but he's not fooling himself. It's just written in the third person.
