The lyrics are pretty clear...he wants her but he doesn't want her to tease him (and leave him dry). Funny. As my ex always said, we women have ALL the control as long as they (guys) have testicles:) If a woman knows how to use her "gifts" (personality, language; body; movement; eyes; etc) she has control every time. But her real control is that many men don't realize it until too late. Like the song...for its sentiment.
