I love this song! I don't think it's talking about an actual fair though. I think it's talking about a woman who has gone through life, maybe in denial that the man she loved did not feel the same about her,and is just now waking up, realizing life has passed her by and she's waisted her time on a man who doesn't love her. She can no longer live in denial and there's nothing she can do to save the situation, too much time has passed and now she's just realizing she's alone and has no one: I found my blue ribbons all shiny and new But now I discover them no longer blue... The merry-go-round is beginning to taunt me, Have I stayed too long at the fair? There's nothing to win And there's no one to want me Have I stayed too long at the fair?

Thats what I think it means. It's very haunting and sad. but it makes you wonder if you're staying too long at the fair and if it's time to move on.
