From Urban Dictionary (VIZBR user): I think this lyric refers to it.

When someone acts in a way that is considered abnormally crazy, insane, or severly inbalanced. Also, used to describe someone who is oblivious to their surrounding causing them to be rude, obnoxious, or just annoiying to you.
