Stephen was gay. Fact. And this song was written about him wanting a guy he'd met at a seedy back alley gay club in the city (That was all there was and the only place to safely meet another gay guy then) to just come home and settle down as his lover in the straight world of the burbs. And they could live a closeted life that no one else would need to know if they just stayed inside the closet and privately lived. There was no way to ever be any kind of a "normal" couple if you were gay then, you either lived in the city and in the "Gay Ghetto" zone or you lived a very closeted life.
