I could see it being a rant against neo-nazis and neo-fascists especially coming into the 80s with the rise of folks like Thatcher and Reagan etc.
First verse refers to the nationalism of the early 20th century all over Europe (not just Germany), and how fascists prey on nationalist pride to justify attacks against some kind of enemy. And how their movement relies on having a bad guy to hate and kill, and it all leads back to arousing violence.
Second verse talks about how the media will just report the approved talking points that justify whatever foreign war the government is doing now. These become the talking points that everyone spouts when they talk about it, no further thought other than what the TV told them was right.
Outro (and chorus in general) drives home the idea that fascism must be destroyed completely like cancer. But the irony is not lost on me that "I must destroy you to the very last atom" is itself a violent statement. Draw your own conclusions there but it cannot be denied that an ideology designed on manipulation and violence cannot be talked into submission and defeat.
