The singer is lamenting that he can't come out in the fresh open breeze to burn some dope in his chillum and pipe, letting the aroma blow freely, instead of being forced to smoke it in a piss stained alley way or in the woods, in a clandestine manner. He also asks why in hell seeking good, named dope such as 'kali' should put him at odds with the local constabulary (Red seam) Federal (Blue seam) and soldiers (Khaki) when it was imported on their watch to begin with. The song is pretty self explanatory, I think I am preaching to the choir here, but when you know, I mean really know, its so sad to see a war on personal choice, and this song sums that up.
