It's about a guy trying to get in touch with his drug dealer. The narrator mentions that "Katy tried, I was halfway crucified." Katy, in this case, is a drug that almost killed him (most likely heroin.) Dr. Wu is the nickname of the the narrator's dealer, but at the time of the song, Dr. Wu is having a crisis of conscience and is refusing to sell the guy any more smack for fear it will kill him, while the guy pleads with him.
Old drug buddy fails to come through; a woman is involved, or it's another goddamned metaphor.
I don't think there is very much to interpret here -- strung out and hanging on until that next fix... My best friend growing up had a theory that Steely Dan never toured because they feared running out of and not having access to the China White while out on the road.

Dr Wu, was one of Fagan and Beckers doctors for drug addiction and rehabilitation. Fact. It seems the good doctor was quite the hypocrite with his own addictions.
