First of all, in the 1960s and 70s no-one knew what artists were singing as lyrics, it added to the mystery and ability to play on words. But I am quite certain this should be SOLE SOLE (Italian), and then "Soleil Soleil" (French) in the lyrics - meaning "SUN". The Egyptian Sun symbol was very important to artists back then, as it signified a return to spiritual principles, etc - and the song connects it perfectly: "I was sad, until (my) Sun came back" - also referring to Love Divine (soulmate).
I agree with loveofluana, this is a love song to the sun. The sun coming out tends to cheer people up, hence the first verse. And people like to go laying around on beaches in order to soak up the sun, hence the second verse.
