This is a utopian paean, a dream of what can be as compared to what is, or at least what the author believes it to be. First he paints an ugly picture of the current state of the world from his perspective, the he adds is dream of what it could be. The only thing that's not clear to me is whether his dreams are tongue-in-cheek. Bubble Up, you may remember, was the economy version of 7-Up, in the days before Coca-Cola produced Sprite. Rainbow Stew appears to be a utopian vision of food products that meet the general needs of the population. So if it's tongue-in-cheek, he's painting a picture of a socialist society--good, but not great.

Pretty good explanation but the actual lyric is free 'bubble ubb' which I think is Merle haggard's Bakersfield hobo way of saying free beer.
@sandman71 I always interpreted bubble ubb to be champagne and rainbow stew to be some sort of imaginary food stuff that this better world makes and everyone gets some. Sort of like the nectar and ambrosia of the Greek myths.

@sandman71 Bubble Up was an off-brand Sprite. I guess it’s still produced, but not very popular. I agree with @david10122 is definitely tongue-in-cheek at hippies. We can all enjoy our off-brand soda and eat our rainbow stew (maybe our idealistic values will sustain us all). That’s how I interpret the lyrics anyway.
