From my understanding, this song seems to be about knowing someone who's stuck on something instead of growing up and moving on. More specifically, I interpret this something as being drugs. This someone used to be a hard worker who used occasionally but now their life is consumed by it. "That's the only place you seem to be" refers to the line "Stay up high away from the floor" which to me translates as someone just being high all the time. That's just my interpretation though.
