I think these lyrics are about one of the rivers of the underworld according to greek mythology. There is this river called "Lethe" which erases all memory of your previous life, when you swim in it ("massive are the jaws of oblivion"). And the beginning of the song with "dogs on the run; foam on their mouths" could be a metaphor for the very same thing if you think about how waves with foam on top can look just like that...
