I don't think he's talking about God although it does fit in very nicely. If you listen to Love and Love II and watch the film the main themes are of love, friendship and community, the intangible qualities of life. I think this song is about believing in LOVE and help each other. being apart of something (a community, a movement, relationship) bigger than ourselves and that when we do/are a part of that war, hatred, material things doesn't count as much

I think he is saying that, basically, society has gone to hell. Tom says "living here is a lot of work" and he simply means that earth is a dead, cold place. He finally has found "One Last Thing" to believe in, which may or may not relate to God. Or maybe even a friendship/relationship...
BTW, "Monetary" is Monterey
i can see this song being about how life is hard, annoying, fast paced, to much spending and not living within our means or materialistic. Hes either found God or i would like to think a girl or love intrest or maybe a child.

I always just thought the "one last thing to believe in" was love
