In my opinion and how I personally view this song is nothing to do with his brother , yes they fight but if you look at the lyrics it shows a man who's in love with a woman he can't have, he can't do anything but watch her.

The man wants the woman's attention , to shoot the sun and have his love burn the city down for her would make her realize her admirer . But alas he has no time , no perfect moment to do so so he instead stays locked inside his head thinking of what could be.

This part means he has seen something or someone steal away the light inside her that fueled her dreams , hes someone who has watched her cry and wants her to feel happy again, hes someone close to her but not close romantically. we will live to fight another day is him standing by her side.

Hes wondering if he did the right thing confessing his love for her , how he sees her above the rest of the world in a godlike stance because his love for her is so strong, she is the only thing he needs. The sea is what separates them , they dont live in the same country hence the part where he sang if i had the time , he cant stop life carrying on in his own world to venture into hers although he so badly wants to.

i think you nailed exactly what the song was about.
This is one of the best songs on the album to me because every time you hear it, it sounds like you are hearing it for the first time.
It gives me a rush every time i hear it. I just get lost in Noels voice. It is truly a touching song.
This song made me notice how similar Noel and Liam are. Not only is this Noel's response to I'm Outta Time, but only now I realised how their voices are very much alike. Especially in line, "And love would burn this city down for you" Noel sneers the last word "you" exactly like Liam would have done. They're brothers alright...
