This one is definitely about Maynard letting go of his mother's ghost (Judith) who is still haunting him in his mind. (Telling Ghosts) Spreading her ashes at the vineyard was his way of letting her go and the pain he's been through. Also, it's a kind of supplication when he's pleading with the Earth to bring rain to grow grapes. (Monsoons) He's already proven that he's adaptable to the environment. (Green Valley) Days later the desert is deluged with a flood. (Man Overboard)

I'm pretty sure it's about it's mother's passing. Ash and urn makes sense. His mother was cremated, and her ashes were scattered in Maynard's vineyard in the Arizona desert, a place prone to dust devils.

I can agree with The VerdeRiver's comment. His mothers ashes wer spread and the dust tornados lift the ashes up to swirl and sway withou him. Such a sad song but one of my favorites because not only are the lyrics powerful but the way it is sung and the rythym of the instruments makes you feel the swirling effect of the dust "devil".

Spreading his mother's ashes. The conflicting emotions of whether death is the end and that's it, and hoping the spirit lives on still.
Dust devil evokes to me, a sense of ashes to ashes dust to dust. Literally the dust took the dust. And the devil was responsible for the fall of man. And it also is literally a dust devil in this desert song.
I agree this song is about the passing of his mother, but what's interesting to me is that the usually spiritual, emotionally aware Maynard chose here to be devoid of those aspects and focus on what is physically left of his mother in such a literal sense.
I always that the referee to brave yourself for 12 was referring to the the Beaufort scale, which is used in UK Met Office marine forecasts. Its an empirical measure for describing wind intensity based on observed sea conditions which goes up to 12 (Phenomenal wind over 64 knotts).
Again another song about her mother's passing away. This time, a little sarcastic with its looped lyrics, which exactly tells me that the olde story never stops whining about, and also acceptance included in.
