Is it possible it's about the war on terror? Or is war an analogy for something else?

to me, it sounds like it’s about a person that is their own worst enemy. They can’t find the enemy for the war they are fighting, because it’s themself. It’s the only war they can afford, because another person can’t reach the level of enemy-hood that the person is to themself. It’s a very beautiful song.
