i don't know but whenever i hear this i think of a proposal :P like, a wedding proposal. thats just me though...
Maybe this is about a relationship where the other person is just being way to indecisive about what they feel for the relationship and for their partner.
Seems like it's in the view of a person who feels a lot and is giving a lot to someone who won't in return. And it is really wearing down and destroying them to a point they realize they need to take a stand. Draw the line and ask that question, if they want them or not.
