I think it should means poky-headed at least it makes more sense in the context of this song.

The only thing I know for sure is that it's about Sam himself. He wrote it when he was nineteen, so I think it has to do with growing up and get told to get a Job, but you prefer to do something else like making music and don't want to have so much responsibility. But it includes also the fear of reaching nothing in your life and wasting your so precious time on earth.

Maybe I just interpret it that way because this songs reminds me on my own thoughts, but that's what good lyrics make, to let the listener think about hisself.

And sorry for my english but I'm not a native speaker.
