This is the fall of man, when Eve took the bite from the apple and man fell away from the Garden on Eden. The chorus 'How long? How long will You wait? How long? How long ‘til You save us all? Save us all Turn Your face to me (x4)' is asking how long must we wait until we be saved from the world our sins have created. And then saying turn your face to me so that either it is god saying look at him and love him again as an answer to the question or man asking god to look at them in order to save them.
